JOHN FINSTON
Effective October 3, 2022, John returned to public service and accepted the position of Executive Deputy Superintendent of Insurance with the New York Department of Financial Services (DFS) at the request of Superintendent Adrienne Harris. As Executive Deputy Superintendent he will oversee the life, property casualty, health and producer bureaus of the DFS.
Prior to returning to public service he was with the law firm of McDermott Will and Emery with a practice that focused on insurance regulatory and transactional matters.
From 2012 to 2017, John served as Deputy Commissioner and ultimately General Counsel of the California Department of Insurance. As General Counsel he supervised all of the legal operations of the Department, including over 150 attorneys, legal assistants and staff.
